Residents of Kelisa Heights will soon notice some new faces or familiar faces again at the management office, security post, the cleaners….and you also might very soon to see new electrician for the gen set & swimming pool maintenance…etcs. Everything is possible.

We know the expectation is high on us. We will do our very best. Everyone are expecting & awaiting something new to happen. After 1 month++ of planning, searching, discussing, negotiating, brain storming & JMB discussion, we have come to a conclusion. We hope that we had selected the right person in charge for various areas, but of course only time can tell us whether we had made the right decisions or not concerning these. So guys feel free to feedback to us if you have discovered any area not performing up to the mark or expectation! We need the positive feedback to make sure we are on track & all areas are in place. We shall do the needful fast.

For your information existing Property Management (Robert Bench) is out officially, By March 2012, the management operation will be handled by JMB and we had employed our appointed JMB committee Mr. Sani to be the care taker for us. He can be contact at 01115291141. Anyway we adopt with a flexible hour of operation management… management office is open from 9.00am to 1pm & 8.30pm to 10pm (Mon-Sat) and off on Sunday, in additional he shall be in standby mode for any support, just ring his number & he shall be there even without you dropping by at the management office. Hope that with this kind of special arrangement, will bring convenient to all of us. Hope that you all fine with it.

Up to this moment, new security company will take over and start operation
in March. Actually, we plan not to reveal the decision until the new company coming in. This is to avoid any unwanted incident occur during this critical and sensitive moment of time. Some owners might misunderstand by saying no action taken from us or too slow. In fact, it is not an easy task to do. So many things need to take in consideration especially matter that involved more money $$ and planning for the transition period. Same goes to our cleaner service, existing one out after several feedback from JMB & residents. We will have the new one with us as well by March but don’t be surprised you will see familiar faces...?!

As we committed and to proceed to maintain the current maintenance fee (RM120 and sinking fund RM12)…Yes without increased..still same..”
Masih Sama”..”Tak Ubah”..”Tak Naik”..can we run operation with current budget?! Actually we here in JMB, felt the pressure & hit up immediately and constantly looking at other possible ways for cost down or sources to upgrade existing service and facilities without paying extra sum $$. But on the other hand, we must remember that we can't compromise on the quality and maintaining quality standard of living. Therefore careful planning & thinking smart is important, right?

For your head up, we proceed to publish the debtors list and speed up the transferring of money from developer to JMB account. To do that, another series of lengthy discussion continued… Delayed in transferring of money is a norm?! Till now, we're still pushing Airmas for the transferred of the balance (around RM39K) and hope that by end March everything is settles. We need to make sure we have sufficient money to sustain our operation & facilities.

If you guys notice, the outstanding maintenance debtor list is out. It is posted on our notice board at lobby on 27th Feb. Basically it is more on confirmation, verification and updates on our account data base. If the debtor is you, please fast track the payment or your next door neighbor or friends, maybe do us a favour by give him a call or trigger him. Let him know about the debtor list & take the next move as soon as possible. We need your support. For your information budget is still our main hindrance at this point of time.

By the way if he wants to sell his unit, he can just forget about it. No property can transfer name unless the unit is free from any outstanding balance, correct me if I am wrong. Same goes to…You should be cautious too when buying a unit. Remember to check the list or with management to ensure the unit you want is not from any of the debtor property. . For your information Collection Counter is open on 1st March.

Note…our hope is like yours, the better future for Kelisa Heights. Hopefully Kelisa Heights will truly be a pleasant place to stay for all of us.

My Thought 2

 It is only my thought again…
As residents (meaning owners), we must educate ourselves in regard to stratified living. If we planned or decided to purchase or buy a condo/apartment, we must know first what are the contents of the Sales & Purchase Agreement (S&P) are. Living in a condo/apartment is slightly different from living in a landed property, right? It is not the same! Most of stratified livings are guided by their own House Rules. Talking about House Rules, I think most of us have forgotten about is or “buat tak tahu” or “buat bodoh” that we have one as well (for Kelisa Heights hand book which in yellow colour). The House Rules are applicable to every resident (including tenant, owner and lawful occupiers of the unit/parcel). We shall understand the content and shall know where is our right!? And as well the “Do” & “Don’t”.

The purpose of having a House Rules is to promote and encourage common sense and courtesy in its members’ action and attitudes. It is not intended to limit reasonable conduct but rather to protect our common interest in the property, to provide an avenue of relief for problems, and to serve as guidelines for a harmonious community.

Pertaining to the Maintenance fee/sinking fund, once we sign the S&P, we a bound to pay the fees regardless either we are staying in the condo or not. Be frank we need to pay every month. Failing which, a (legal) action can be taken against us by the developer or the JMB. Nevertheless, poor collection is always a bugging problem faced by any JMB same goes to us in Kelisa Heights. It is important to take note that most of the facilities such as lifts, security guard, cleaning services, swimming pool, water, electricity… etcs are expensive to maintain. It is also important that every resident understand and know what the maintenance fund is used for. It is a must to pay for it. Transparency is the key word. Lets the residents know where do their money goes to and how they being spent.

We also must encourage and welcome the residents to take part and participate in managing our condo. The task of maintaining the facilities & activities does not lie solely on JMB committee’s shoulder. It is everybody responsibility. Group together,  act together & work together… Let's work together as one team and making Kelisa Heights the better place for living.

Head up

Head up
For this 1 month, we Joint Management Body or in short form JMB are working round the clock for the management transition, smooth one, hopefully.
We are having board meeting at bi-weekly basis, to finalize few things, such as approaching few management company to send in their proposal or quotation,  new contract for lift, housekeeping, security, CCTV, landscaping & etc, also cracking our mind to find way to cost down & generate income and improve other facility....huge task! You actually can see almost every night few JMB members are gathering at the Kelisa Heights Management Office, not for chit-chatting, but more on discussing over these matters, I am thankful for their zeal & commitment!
Our hope is like yours, the better future for Kelisa Heights.
Let's work together, making Kelisa Heights the better place for living.

(a)   That a dedicated letterbox (Peti Cadangan) be allocated for the deposit of complaints/suggestions. Residents are requested to ensure the deposit of complaints/suggestions into this letterbox which beside the Kelisa Heights management office.
 (b)    An email address kelisaheights@yahoo.com also been set up as an alternate mode of complaints/suggestions lodgement.
 (c)    All complaints/suggestions lodged will be presented for the attention of a dedicated member of the JMB for appropriate action. A report of the same shall also be presented at each JMB meeting for the attention of all members thereof.

Already coming to 1 months into the JMB 2011/2012 and looking back, realized that:-

 This is a voluntary job but the burden is very heavy because:
- you can be sued
- people might swearing and shouting at you for "lift breakdowns", "lift dirty",  "dirty swimming pool"  "no water", "no electricity",  "Astro tak ada", "no security & security sleeping" , "no cleaner",  and …etcs
- might blaming you and even curse you for their stolen goods..Sport shoes, bicycles
- Will tell you in the face "maintenance fee bayar tapi service teruk!".. "makan duit kah!"
- Your good friends might start to make you feel "uncomfortable"
- You will also get use to hearing such phrases as "Why take so long to repair" and "poor response" "Salah Siapa?"… "how come the JMB is not doing anything""Do something fast la!"
- you might also start to get unfriendly glances while in the lift
- people also might thinks that "JMB member sure got privileges one, that's why he/she wants to sit in the committee".
- people might talking behind you: "Meeting, meeting and more meetings but nothing new happening, no improvement lah why ..what…how...!!"
-and so on and so and continues............

We all in the JMB Kelisa Heights 2011/2012 will taking all these in good stride and will do our very best collectively. We know that the expectation is high. We will do our utmost to be a competent, accountable and transparent team and hope that with every one's support and positive contributions, Kelisa Heights will truly be a pleasant place to stay for all of us.

Introduction to Joint Management Body (JMB)


Welcome to Joint Management Body.
The Building & Common Property (Maintenance & Management) Act 2007 (Act 663) was enacted by the Malaysian government recently for the proper maintenance and management of buildings and the common property, after delivery of vacant possession of the premises to the purchasers but before the Management Corporation is formed. This new law came into force on April 12, 2007. It applies to Peninsular Malaysia and the Federal Territory of Labuan.
The JMB must be formed after 12 months delivery of vacant possession.

What is JMB?
JMB is a corporate body, having a common seal comprising of the developer and/or their Developer representative and together with the purchasers to undertaken the Joint Management of the building and common property.

What are the duties of JMB?
 The duties of JMB are as below:
 a) Maintain the common property and keep it in good serviceable repair;
 b) Determine an impose charges for maintenance of common property;
 c) Insure the building;
 d) Comply with notices and orders by local authorities;
 e) Prepare and maintain a register of all purchasers;
 f) Ensure that the Building Maintenance fund is audited and provide financial statement to purchasers;
 g) Enforce House Rules;
 h) Consists of 5 to 12 elected purchasers and developer;

What are the duties of developer?
Duty of Developer is to convene the first meeting of Joint Management body within 12 months from the date of VP;
Agenda for the 1st Meeting of JMB
 a) Election of Office Bearers of the Committee (under JMB)
 b) Confirm taking over of insurance effected by developer
 c) Determine amount of maintenance fund
 d) Determine rate of interest for late payment charges
 e) Any other matters on maintenance and management of the building and common property.

The powers and duties of the JMB
8. (1)(c) to insure and keep insured the building to the replacement value of  the building against fire and such other risks as may be determined by the Body;
8. (1)(d) to apply insurance moneys received by the Body in respect of damage to the building for the rebuilding and reinstatement of that building;
8. (3) The Body shall be deemed—
 (a) for the purposes of effecting any insurance under paragraph (1)(c), to have an insurable interest in the building equal to its replacement value or any value as determined by the Body; and
 (b) for the purposes of effecting any insurance under paragraph (1)(d), to have an insurable interest in the subject matter of the insurance.
